I know the minimum is 13 players under contract for an NBA team but are allowed to drop to 12 at 2 weeks at a time. My only question is can a team start the regular season at 12 players and meet the requirement in two weeks? Or must every team start at 13?

Each team must start the season with a minimum of 13 players on its roster.
