Example trade:

Clippers trade DeAndre Jordan to Wolves for Thaddeus Young, Shabazz Muhammad and a future 1st.
The 1st has protection, where if Jordan does not sign a contract during the off season, the 1st does not convey to the Clippers.
Forget whether either would do it. I am interested in whether a team can place a stipulation on a pick regarding a player re-signing.

Is this trade legal?

No. It wouldn't be tampering I don't think, but a player can't legally give a "wink wink" agreement and have it be known. This would be teams acknowledging it.

The hypothetical has nothing to do with an agreement being made under the table with DJ. It has to do with the uncertainty at the time of the trade as to whether Minn would be able to re-sign DJ, and in essence providing added compensation if it later turns out that they are unable to do so.

While most draft-related and non-cap trade-related issues are dealt with via private league memos (not the CBA) and are therefore not available for examination by the public, I'll offer a couple of observations that might provide an answer:

1 "Protection" placed on picks is always on one side - a definition of how "valuable" the pick can be. As far as I can recall, there has never been a trade with "protection" placed on the value of anything else in the deal (in this case, the value of DJ to Minn), or of any other conditions.
2 By making a pick conditional depending on whether or not DJ signs with Minn, that would in a way reward Minn for NOT signing him. IMO that violates the CBA, as it interferes with the free agent market for DJ and thereby lowers his ability to get the deal he wants. Minny doesn't have to bid on him if they don't want to, but you can't reward them for that, and it would be collusive behavior of a sort between the teams in creating an incentive for less bidding. In order for it to be legal, this type of condition would have to be explicitly authorized by the CBA that has been agreed to by the players, and it is not.
