disabled player exception question

Does the disabled player exception create a roster exception as well as a salary exception? The question's context: Philly has declared that Joel Embiid will sit out the entire season following his surgery. They have no problem signing a replacement because of the cap because they're under. But they do have a potential roster problem. Potentially too many players. Sports Illustrated reported that the Lakers were given a roster exception for Randall last year.

As far as I know, the disabled player exception does not create a 16th roster spot. However, in case of several injuries mid-season, the league can grant a 16th roster spot. I know they did it for Minnesota last season, because Minnesota was down to like 8 healthy players. I'm pretty sure that's the only scenario where a team gets a 16th roster spot.

It does not grant you the extra roster spot. You only get that if the league grants a Hardship Exception because you have so many unavailable players.

The league can grant more than one as well. A few years back, when Roy and others were hurt, the league let the Blazers go up to 17 players on the roster.

I realize this wasn't exactly the question, but the disabled player exception is also not an option for the Sixers as they're below the cap.
