Is this out yet? Searching the web quickly I see estimates about guaranteed money for the first two years in total, but not a specific amount for this year. Or is there a specific cap hold?

Yes. It was out in 2011. :-) Each year's rookie scale was set in the CBA, to the penny, for the entire duration of the CBA.

One important thing to note on the Rookie Scale is that most (like almost 100%) of players actually end up signing for 120% of the Rookie Scale. They count against the Cap for 100% of the Rookie Scale until they sign, with a few exceptions.

Guys can also sign for as little as 80% of the Rookie Scale amount, but this rarely happens. I believe the Thunder were the last team to use this tactic.

Also, the Rookie Scale being set, independent of the cap rising is why Rookie Scale contracts have become increasingly valuable. Even if the player is average, you are still getting underpaid production relative to the market in most cases.

In case you haven't found it yet, here are the specific amounts in all its glory:
http://www.cbafaq.com/scale2011.htm

Once drafted, the player's cap hold is 100% of their rookie scale (based on draft order). Again they can sign for as little as 80% of their scale or up to 120% of their scale.

Second round draft picks and 1st year undrafted free agents can sign for as little as the rookie minimum or rookie maximum salaries (http://www.cbafaq.com/salarycap.htm#Q16). Unsigned second round draft picks don't have a cap hold.
