Is someone still restricted if he signs a 1 year deal then a 2 year extension?
What happens to a undrafted rookie who signs a 1 year minimum deal and then signs a 2 year extension in the next offseason? I think his team would have his bird rights and could go over the cap for him but would he still be restricted, as he would have already signed 2 contracts before entering free agency

It wouldn't technically be an extension, assuming he actually hit free agency. But that is a technicality on that part.
As to your real questions, any player with less than 4 years of experience is subject to being a RFA. So, he would be a RFA and his team would have Bird Rights, due to him having 3 consecutive years with the team.
