What are the scenarios where teams are allowed to add players to their playoff rosters?

Barring a "catastophic event" there are none. Playoff roster locked in on the Friday prior to the first round starting.

And in the case of a "catastrophic event", the NBA, NBAPA, and the team's leadership would decide if it would be best to continue or end their season at that point. In the regular season, there is a plan put in place to "re-stock" a team's roster.

There is no specified "playoff roster." Look up each team's 15-man roster, and that's the answer. (Being glorified G-League players, two-way players aren't playoff eligible.)
