If you’re over the luxury tax, can you make a sign and trade?

What side are you talking about? Sending or receiving?
Sending - You can send a player out in a S&T with no restrictions.
Receiving - As long as you are below the Tax Apron (the hard cap) at the conclusion of the trade, you can do so. The receiving team also can't have used the Taxpayer MLE that year either.
