I remember reading years ago that the NBA didn't allow franchises to revert their main jerseys to previously worn jerseys. They could go back to something that resembled a previous model but not exactly the same.

Was this started under Stern or Silver?
Is this still the case?

Business decisions are made revolving around money but with so many jersey alternatives used throughout the season wouldn't allowing a franchise's most popular gear (even if from another era) to be brought back as the staple be lucrative while still allowing multiple other jerseys such as "city", etc.

I can't imagine the Clippers sticking with their current jerseys is more popular or profitable than using an older version.

While under contract, such as the league's are with Nike, teams can only wear the jerseys provided by that company. Theoretically teams could go back to a former jersey, as they have heavy input in jersey designs. Essentially, final approval rests with the team, subject to the NBA approving any design.

Teams can and do sell throwback jerseys all the time, so I think that would accomplish the same thing you are suggesting.

They do sell throwbacks but a more popular main jersey would likely help sell more jerseys of the fringe players I'd imagine. Star's apparel will always sell so they don't really factor heavily here in the numbers.

A player changing teams is always a risk for fans buying jerseys but buying jerseys during this era is even more of a risk of having the apparel be dated if the design is subpar such as with the Clippers. If it's a good design the dated issue will be lessened.

This is pretty subjective analysis. No real clue how it would really pan out.
