NBA Jerseys

I remember reading years ago that the NBA didn't allow franchises to revert their main jerseys to previously worn jerseys. They could go back to something that resembled a previous model but not exactly the same.
Was this started under Stern or Silver?
Is this still the case?
Business decisions are made revolving around money but with so many jersey alternatives used throughout the season wouldn't allowing a franchise's most popular gear (even if from another era) to be brought back as the staple be lucrative while still allowing multiple other jerseys such as "city", etc.
I can't imagine the Clippers sticking with their current jerseys is more popular or profitable than using an older version.
