Yes to all. But by different amounts for all. You can always go over the cap to re-sign your own FAs, but are limited as to how much you can go ever depending on if you have Non-Bird, Early Bird or Bird Rights.

As an aside, I highly suggest you take a peek at the CBA FAQ. I think most of the questions you have can be answered fairly easy through there. I think you'll find it an extremely helpful resource!
