I know 1st round picks who have their 3rd or 4th year team option declined become unrestricted free agents. Does this also apply to 1st round picks before an option is even exercised?
For example, Wade Baldwin was waived last summer after the first year of his rookie contract. He signed a two way contract with Portland last year and has an unguaranteed deal for this year. Assuming Portland guarantees his deal for this year, will he be a RFA or UFA next summer?

His 2018-19 season was not guaranteed, but will become guaranteed if he is not waived by July 19. When it ends in summer 2019, he is eligible to be RFA - depends on whether POR gives him a QO or not. Or if POR decides to waive him, and then he signs with POR or any other team for one season (guaranteed or not), he will be eligible for QO/RFA status in 2019.
