Is Harden technically at his MAX salary? Doesn’t that mean his salary would not increase if he was traded even with a trade kicker?

Yes, but it's all about timing. Let's say the league had kept humming along and the cap was magically $150M, it wouldn't. Trade bonuses can't take a player over his individual max. But it's all about where that max is set. As you are looking at it today, it's like the trade bonus would be a non-factor.

Since I don’t want to start a new thread on a relatively straightforward question ..

Suppose a player with a trade kicker is traded twice. Is the TK one time use, or every time he’s traded?

A trade bonus pays on the 1st trade only. (A sign-and-trade is not counted as the 1st trade.)
