Veteran Extension question

When it comes to veteran extensions, is there a minimum starting salary based on the last year of his current deal? I know maximum appears to be 120% in a lot of cases. Is there a minimum in the other direction? Or, is it possibly related to the 1st year of his current deal?

Steven Adams was making 27 in the last year of his deal and signed a 2 year 35 million extension. Was that the lowest they could go?Could he have signed a 2 year 20 million dollar extension? Or, is there a minimum to that?
