Paycheck withholding due to COVID or holdout

We have a few players whose willingness to do what needs to be done to live up to their contractual obligation to play in all games they should be able to play in. This includes both declining to take the COVID vaccine (Wiggins, Kyrie) and, well, Ben Simmons.
Those fines come out of the player's paycheck. Does that money still count as part of the team's tax hit? Can Philadelphia get out of the tax by letting Simmons hold out until they're under the tax? Can Golden State and Brooklyn save themselves significant tax payments?
