Ok, here's my question.

I know teams can make deals once their seasons are over, furthermore, the salary figures used are still the ones from the 07-08 season.

Can a team over the cap, make a trade where they dump contracts to get under the cap, and then make deals that takes them back over the cap?

I'm assuming yes, but in thinking about it, it seems like a convenient way to play games with the salary cap and have the benefit of still using 07-08 cap figures.

Not sure I understand the question.

If you are under the cap, you cannot make trades that put you over the cap unless you use an exception (say, a TPE or the 125% rule). But you can use those exceptions whether you are under the cap or over it, so it doesn't make a difference anyway.

Why would you deliberately make deals to get under the cap, just so you could make different deals to put you over it?

You can do it, but I don't see any benefit of using the 07-08 cap limit rather than the 08-09 cap limit which is bound to be higher. I'm not seeing what advantage the team is getting by playing your so-called "game".

The only real reason is to use current-season salaries rather than next-season salaries. However, there's no reason to dip under the cap -- if you're trading so you can make a bigger trade, you can probably just make that bigger trade without all the shenanigans.
