Can Anthony Parker sign with a European Team?

Can Anthony Parker of the Raps sign with a European team?

He's reportedly got a pretty large offer from one of them right now.

But he's under contract with the Raptors for this upcoming season.

I tried to review the CBA and as far as I understand I can't see anything that would prevent him from simply retiring, the Raps voiding his contract, and him going and playing in Europe.

How could this potentially play out?

He could accept a buyout of zero dollars if the Raptors were inclined to let him go. But he can't really do anything to force the Raptor's hand if they want to keep him.

Do the Raptors really have a choice?

The Celtics signed Dominic Wilkins to a 3 year $11 million dollar deal, and then after just one season Dominic left the Celtics while still under contract, and went and played overseas in Greece.

Can't a player just choose to walk away from his NBA contract and play in another country?

There is currently an agreement between Fiba and the NBA that no team in either group can sign a player currently under contract to a team in the other group. So Parker could walk away from the Raptors, but no European team could sign him.
