There are several teams (Indiana, Milwaukee, etc.) that have trade exceptions that are the difference of the players salaries. I thought that was only allowed if one of the teams was under the cap. Can someone please clarify this? Thank you.

Yes, it can be easily clarified. When you "thought that was only allowed if one of the teams was under the cap" you thought wrong.

As to what you are saying isn't really wrong, but this can be easily clarified.

Trade exceptions don't just apply to teams under the cap. It also applies to teams over the cap because some teams don't just have trade exceptions along with the team salary. Some other exceptions such as Mid-Level Exception and the Larry Bird exception are included with the player's rights. This means those exceptions other than trade exceptions are included in team salary.
