My question is, can a team still sign Childress to an offer sheet right now if Childress wants to return to the NBA?

You can't sign both NBA and FIBA contracts. To sign in the NBA right now, Childress has to get out of his Olympiakos contract. And Olympiakos might not want this.
If Krstic signs this offer sheet with the Thunder, he'll have to agree to terminate his deal with Triumph first. Supposedly, he'd be giving back every penny he earned with Triumph this season to do so, which is a pretty damn extreme circumstance and not something you should expect Childress or anyone else to do.
