let's say a RFA signed an offer sheet for
Year 1 - 11million
Year 2 - 11million
Year 3 - 11million
Year 4 - 11million
Year 5 - 11million

-could a team match the offer, but give a 5 year 55 million dollar contract with the an 8% increase per year (I know it's not an 8% increase but I'm just giving it as a rough example)
Year 1 - 9M
Year 2 - 10M
Year 3 - 11M
Year 4 - 12M
Year 5 - 13M

No. They can only match the terms of the contract that was signed, not their own variant on it.
