I was wondering this yesterday...lets say Team A offers a player 10mill a year. Is he allowed to tell Team B what team A offered? If so, is he allowed to lie and say Team A offered 12 mill a year?

The offers are public, nobody can lie. Team B knows what Team A offered, the player doesn't tell them.

They sign "offer sheets" which everyone has access to.

Uh... what the hell are you guys talking about? Offers aren't public. Agents can absolutely lie to make one team think that other teams are more interested than they really are.

Agents are known to lie to jack up a player's value. Sometimes an offer will leak if its substantial. But thats rare.

I'm talking restricted free agents.

It's important to make a distinction between an "offer" and an "offer sheet". While discussions are going on between a team and a restricted free agent, there is no reason for any offers made by the team to be made public. Once the player agrees to a team's offer then the team must tender the player an "offer sheet" which he then signs. At that point the terms of the offer sheet are made public.

Important to remember: Once an offer sheet is signed, then yes everyone knows the amount - but the bidding has already ended. Someone will be paying the player that amount. There is no way to use a signed offer sheet as a vehicle to entice a higher bid.

So to answer the question, they can say whatever they want.

Should a player be drafted to be able to play in the league? Or should they announce to get in the draft but if not selected, can sign a contract with a team?

If a player is in a draft but goes unselected, he is a free agent thereafter and eligible to sign with any team.
