If 13 is the league minimum (12 active and 1 inactive), do you get a cap hold freebie for #13 in the off-season?

I know this is an unnecessary addendum, so let's talk about the XYZ rule subsection 12a as applied to the situation where a team has 14 players during the season and wants to sign two more because of injuries, and the restrictions in Art XXXV Sec 22 that would be applied. In that case, the yep should be further elaborated to say, "Yep but..." and we also have to examine whether the CBA is actually worded properly in that section.

Maybe they can be added as a requirement to the "love of the game" provision of the Uniform Player Contract in the 2011 CBA.
