Policy changes... why?

hey mods,

I'm wondering when and why RealGM decided to lift the stipulation requiring all new accounts to be associated with a paid e-mail address (which was the case when I joined), and when it was decided to allow accounts with 10 or fewer posts to create new threads?
IMO, i thought these policies were a good way to weed out trolling/baiting/flaming, and was an easy way to help prevent people from creating accounts for malicious reasons...
