What is a Mod Job and Where do you report bad ones

What are the guide lines or rules for a Mods conduct and how it the hierarchy structured.
What is their main job? I would think it would be to promote dialog and keep the peace. Instead it seems like they are just regular opinionated (sometimes immature) posters who can lock and merge threads.
It would be nice to see this in black and white.
And while were on the topic.. clean up on isle five.. Someone look into the Wizards board.. Usually a decent board...Now its a mess.
