How to put pictures in my signature and avatar?

I want to put some pictures in my signature, like the ones you see where it has Colangelo and it says he signs a hooker to a 10 day contract. Also I cant find a picture that can go into the avatar. It says the location link is to long.

Can you help me out too? I can't put anything for my sig. Everytime I try is says that "You are not authorised to define a signature.", but I was able to do it before but I guess it was too big and a mod deleted it before I got the chance to do so.
