Who is permitted to use the search function?

I'm guessing it's only mods but I'm just curios why of the dozen or so websites I am a part of (all of which I have total access to every post I've ever written) this is the only one that without extreme effort I can easily find all my past posts beyond the last 9-10 topics I've had a post about?
I just don't get it, is it some technical thing or something beyond that?

Nobody can search the forums. It is one of the flaws we recognize here. There are technical limitations with a forum our size that we haven't been able to address yet. When you search for specific words in a post, mysql locks the table to perform the search. This starts backing up every other request and slows down connections to a crawl. For performance reasons, we disabled searching.

A tip that might be helpful, try to search google. Include site:forums.realgm.com in the search bar.
