sites for avatars and a Q about downloading games

Which sites should I use? it won't let me upload an avatar or use one I find on google.

Also, I read that we can't post links to streaming games. What about downloads? Is it ok to talk about where to get the best torrents on here? If not o you know a place for that? (I'd buy league pass if i lived somewhere that could get it.)

No, you cannot link to or discuss torrent sites or any other sort of download of games.

I figured. Does the board get in trouble if people do? I'm just interested cause I live in China and no one cares about that stuff here.

Any ideas for where I can find avatars that work here?
