Users are allowed to send PM's after 100 days.

The specific answer to your question is a way to help limit spam and poster-to-poster abuse situations.

I cannot. When I try to compose a message it says:

"We are sorry, but you are not authorised to use this feature. You may have just registered here and may need to participate more to be able to use this feature."

Also, your join date is over a year ago, so the 100-day feature is clearly not the issue. No listed warnings or anything similar at all, so that's not it.

I'm going to have our Programmer look into this.

I'm not sure what's going on here. According to the permissions, you should be able to send them. You have the correct user permissions and are in the correct groups. As an admin, I'm able to 'test a users permission' and was able to open up a PM and send it. Maybe try to log out and clear the board cookies.
