Can't switch the HTML option.

I haven't been able to switch this, is there a way to do this?

It says HTML is OFF

I have a feeling RGM has disabled this b/c it opens up a giant hole in a sites security system

Yes HTML has always been disabled because of the potential security risks.

I meant that I can't post pictures, quote people, bold/underline text, change the font colour, etc.

Is there any way to fix this?

Uh, you can do all those things. You simply have to use bbcode. For example, hit quote on this post of mine, and then look under the emoticons. There is an option that says "BBCode is ON". Click on BBCode, and a small popup will show you how to do things like change colors, change text, etc.
