That's 59% no?
To quote the article:

Barnes has a 30% max coming with a chance to bring it to 35% if he makes all-NBA. But let's assume he doesn't reach that. The first year of a 30% max is $42.3M. Then Quickley's deal starts at "just over $30M" (using the article's numbers). And RJ is at $27.7M as you pointed out. So that comes out to "just over" $100 million out of a $141M cap = 71%.
The cap isn't going to be 141M when Barnes extension starts
Quickley's 30M starts this coming season 24/25 (32.6M next year)
But Barnes is still at 10M.
So it's going to be barnes 39M + Quickly 32.5M + RJ 27.7M = 99.3M
But the cap will have risen to 155M (per SpoTrac), so you're still only at 64%, not 71
