I'm sorry you aren't smart enough to figure this out. I'm draft eligible. Everyone out of high school is draft eligible. I'm eligible to be signed as a free agent. Anyone who is out of high school and wasn't drafted can be signed as a free agent. You can't circumvent the cap by handing a guys extended family contracts though.
