James Dolan will vote "no" on the league's proposed operating budget for the 2024-25 season, he wrote in a letter to the NBA's Board of Governors.
Dolan, citing a lack of transparency over processes, is also looking to elect a new chair for the Board of Governors.
The Board of Governors meeting and vote is set to take place on Tuesday.
