raptors are 26M over the cap, so still over with or without Brown's 23M.

If they didn't pickup his option, they couldn't add anyone in Brown's place (besides a minimum salary).

why let an asset walk in that situation?

We took Davion Mitchell contract with our cap space for a pick.
If Brown was an expiring, we might acquire an use-able player at a bigger contract with a pick.

Therefore, it would make little difference with Brown being an expiring or cap space.
