When they Raptors first drafted Bruno Cabloco, they sent him to the Fort Wayne Mad Hats. Because the Mad Hats were not owned by the Raptors, Bruno got very little floor time. Raptors had little control over how or when he was used. One year later they bought their own G-League team. Bruno is not a Raptor anymore, but because of him the Raptors have had great success in developing players.
I do think the NBA parent club should have the rights of all the players on their G-League affiliate just like MLB and NHL minor leagues.
Fair enough, there is some advantage to having your own team in terms of controlling playing time / system.
I don't know how often that's a problem. I ams surprised it's a problem with playing time if your guy is worth a two way, I'd think minutes wouldn't typically be an issue and that you'd probably have some type of handshake deal with the team that owns the other G-League team to keep good relations, but that may not always be the case.
I would think that system wouldn't matter all that much, but it probably helps a little bit. Either way, my guess is the advantage here is pretty minimal, but I'll agree I was only focused on the player rights angle, not the development of the player angle.

I really don't think the 61st best guy on the G-League is NBA roster worthy, and he's certainly a lot worse than the guy you had access to prior to these rules.

Bruno was extremely raw. He wasn't actually a two way, but a full roster player. I don't think two-ways existed then. He was 2 years away from being 2 years away, and he is doing fairly well for Memphis now. He needed more floor time than he deserved, if the goal of the G-League team was winning over development. The only way that was going to happen is if the NBA club has complete control of the G-League club.
