Back in the day, this slur was similar to a lot of derogatory terms for uneducated people. I doubt it was directed at all Jewish people back then. Its morphed into a more generalized slur over time. Not really used a lot, this was first time I've heard someone say it a LONG time. Various cultures have comparable insults. Context might play a role here being that he blurted it out in some video game stream. His apology was weak though. People make mistakes and we should forgive more as opposed to being so vindictive.
