Unless Brooks gets fired in OKC, the job that makes the most sense for Ollie to be successful right away, is in Minnesota.
Less pressure and lower expectations (because Laker fans are delusional) along with a more talented roster with 3 very good and established players in Love, Pek, and Rubio (who are all either coming into their prime or will be within 3-4 years). As well as a player in Dieng who he most likely is very familiar with and not only showed that he could succeed at the NBA level, but probably would have been rookie of the year if he'd played enough through his first year (if you look at his numbers when he got significant playing time).
In LA he will have to put up with more pressure, higher expectations, and with a less talented roster.

Unwinnable for right now. Every successful team has their dog days and eventually rise to the top. With a lottery pick and tons of cap space, the Lakers will be in good shape in no time... and no I am not a delusional Lakers fan who automatically thinks we will be granted K-Love or Irving lol.
