He was in charge of managing the Clippers along with the Lakers and Kings at Staples so they clearly could have some behind the scenes agreement for a relocation when the new arena is ready to go.

Yeah an nhl expansion franchise is an open secret. Seattle, Houston and Quebec City each want a team via relocation/expansion. The nhl will have one expansion franchise likely in Seattle since there will be a new arena. Houston and Quebec City will be waiting out for the potential relocation of unprofitable franchises like the Arizona Coyotes, Florida Panthers, Carolina Hurricanes and Anaheim Ducks. All four of those markets are in shambles with low fan attendance at games and tanking local tv ratings.
Adam Silver has been on the record the NBA is not even considering expansion. Mark Cuban made comments that the nba tv windfall is currently split among 30 teams therefore expansion would further dilute that pool of billions while an expansion fee would only generate 100s of millions to be split among 30 existing owners. Atlanta Hawks and OKC Thunder are the two teams most likely to relocate - the latter has a lease soon to expire they could even move back to Seattle. The former has been an awful market for the nba with declining tv ratings and game attendance even when the team is a top seed in its conference. Las Vegas is also becoming more intriguing especially after the immediate success the nhl is having. Add to that the Raiders might not move there if their arena project gets derailed by a Trump tax reform that puts the kibbosh on tax-exempt municipal bonds to publicly fund a chunk of such sports venues.
