The NBA should have every team play each other twice in the first 58 games of the season - then the lottery balls can be determined at that point (58 games completed).
This would also line up with the All Star Weekend (even if it was scrapped) so every team could have 24 games left after the mid season break.
No tanking in the final 24 games and lots of the games will be divisional matchups and less travel.

Obviously teams that ended up making the playoffs (despite their record after 58 games) would be left out of the lottery and draft positions adjusted accordingly.
