Exactly, and this is a big problem.
The draft is the NBA’s best source of parity to help struggling franchises become competitive. The system fails when it rewards a talent-laden contender with a high pick when other teams need it more. I understand the desire to have a system that doesn’t reward tankers, but it needs to find the teams that are simply bad - not just tanking.
I think we should award picks based on team record over a three year weighted average (50% last year, 30% two years ago, 20% three years ago). This hurts tankers, because they’d have to tank for three years to get to the best picks. It also prevents sending good teams a top pick, so one injury-filled year doesn’t give them a possible star locked up for 6-7 years. I think this would be a good way to distribute the best prospects to the teams that need them most.
