Much of it is because Mitchell can’t carry a team to a title. He isn’t the scorer Tatum, Doncic, Curry, Jokic, Kawhi or Embiid are. There’s not much anyone can do about that and it won’t change either. Neither is that much of a slight as those guys are incredible talents and Mitchell is still a great player.
They had their chances, but injuries didn't help. Lillard is the type of scorer you're talking about but he couldn't get his team to a title either because of the rest of the roster.
While Mitchell may not be up there, the roster make-up is lacking as well. All those names you mentioned need a 2nd star to help them be contenders. The Jazz have their 2nd best player a defensive minded player who's lacking offensively.
Imo Donovan Mitchell has shown he can be a second best player on a serious contender. He’s in the Klay Thompson, later Dwyane Wade type of segment - at best. A star, yes. A top gun, no. Lillard is/was much better than him. And since the Wade suckers are going derail this part of the post, I’m going to put it a little differently too, just to be clear:
There is not a lesser player than Mitchell in the league that you could pair with him and expect a championship to be won. I don’t believe that player exists. Between Gobert, Conley and also the others, he’s already had plenty of help as well as intangibles on his teams.
Mitchell is, after all, a secondary player on a contender and even in that role his shooting as well as playing style may be a problem. A great talent, but streaky and in a way also limited.
