The Utah Jazz used their remaining $3 million in cap space to sign Kyle Filipowski to a four-year, $12 million deal. The deal is the largest for a player selected in the second round over the past two seasons. Filipowski's first year salary is approximately the same as the 22nd overall pick.
Filipowski, who is represented by Kyle McAlarney and Mark Bartelstein, was a green room invite and expected to be a first round pick.
In eight Summer League games, Filipowski averaged 11.0 points, 6.0 rebounds and 1.9 assists in 22.2 minutes.

The new salary cap rules are going to have this kind of effect. I'm not saying Flip isn't worth it, because he very well might be a bargain at this price, but the Jazz had used all 3 of their 2 way deals, so a full contract was all they could offer Flip (or a Euro-Stash, which seemed unlikely). May as well lock him up for 4 years.
The Knicks did something similar with Kolek and ended up paying him more than Dadiet who was picked 9 spots earlier. They wanted to keep their 2-way deals open and believed Kolek was ready, so they gave him bit smaller, 4 year - 9 million dollar contract.
If either player becomes even a 9th man, that's a solid contract.
