In other words, this fine is overwhelmingly for PR, as it has very little actual impact to Morant.
This is the wrong way to look at things and maybe this kind of thinking is what gets someone like him in trouble in the first place. It's the concept of if the league does the courtesy of giving you a warning first time around instead of immediate fines, maybe return the favor by listening to them (=his bosses) cause that celebration gets you nothing in the end. Repeating the same behavior 4 minutes into the next game is just a big F U to the league and you are basically forcing their hands. $75K is still $75K and it's going to grow and eventually lead to suspensions if it piles up enough. They gave him a talking to the first time around because they don't want to have to punish him despite his history. This is a 'Help them Help you' kind of situation.
On the league's part, they should put this (banning of gun pose) in writing so there's no confusion or doubt.
