MLB Hoping For International Draft By 2020 Or 2021

Major League officials met on Tuesday with team personnel and informed them of their desire to install a 20-round international draft as soon as 2020, according to a report.
An agreement would first have to be reached with the players union, so 2021 would be a fallback.
Teams would be allowed to trade picks and each pick would have a hard slot value.
