The NFL sent a memo to all 32 teams in October that the league owns the Los Angeles market and will decide if and when a team can move there.
The Seattle Seahawks attempted to move to Los Angeles in 1996 in defiance of the NFL, but those plans proved unsuccessful.
The NFL also wants to impose a significant relocation fee.
