Hard to say. Time will tell. I think the league wants more parity - but what about GM stupidity?

Not really. If anything, what makes team building restrictive are the asinine, overly bloated contracts that now permeate the space. That doesn't account for freewheeling and patently ignorant owners and/or GM's that have no clue on cap management and team dynamics.

Easy. Players that want to win a championship will agree to reduce their salaries. Players that only care about money will still ask for max and supermax.
