major moves were resigning wade and dragic and bringing in green?

im not a hawks fan but i would choose them. Yes they lost carroll but splitter is a great addition IMO

The full core playing together has nothing to with the offseason. They didn't make moves that suddenly made everyone healthy and able to play together. I admit myself that their starting lineup when healthy could be the best in East, if not arguably up there in the entire league but again, this has nothing to do with the offseason.

I definitely like Winslow as a prospect but him, Green and STAT (who is basically just an effective inside finisher at this point in his career) aren't huge gamechangers in my opinion

I know, to sum up they basically lost Carroll and added Splitter. I think Splitter will be huge for them and Carroll isn't as big of a loss because their wing rotation of Korver, Sefolosha, Mack and Bazemore is decent enough. But their 4 and 5 rotation is one of the strongest in the league now

I know ATL didn't do much but I didn't see what the hype was about Miami's moves during the offseason either besides drafting Winslow

Jeremy Lamb
Jeremy Lin
Frank Kaminsky
Spencer Hawes
Tyler Hansbrough
Retained flexibility to have 70 million in cap space next offseason

As a group those players are better than anything the rest of the division added

Yup. I picked Miami. Charlotte would be third behind ATL for me. OverallI think this is the best division in the east.
