So you want teams to finish their rotation via free agency and after that pick players that likely will not play? In my opinion it's easier to see what player you can get via draft and then fill out your roster regarding to your position needs afterwards via free agency.

No because you want to prevent wild scenarios where a free agent has chosen a destination only to have him regret it because of a certain trade that would affect him during the draft.
