Only if they drop the number of playoffs teams from 16 to 12. 20 out of 30 teams in the playoffs is ridiculous.

Your numbers are off. How is 16 teams in the playoffs = 20 out of 30 teams in the playoffs? It is 16 out of 30 teams in the playoffs so I'm not sure I understand what you are trying to say. Also, having only 12 teams in the playoffs would mean some teams would have to sit the first round while a "Wild Card" type first round would need to occur in order to narrow the teams down to 8 or 4 for the second round so that there are only 2 teams left for the Finals. This would make it way to complicated and/or less games which the NBA won't do as they like money and won't change it to something too drastic if they even do end up changing it.
IMO, they need to stop worrying about re-seeding the playoffs and start thinking on how to make the middle of the pack teams more competitive, for example give the 7 and 8 teams some sort of salary relief/benefit or a chance at a lottery as well.
The whole salary cap revamp is what messed it up to begin with, as it allowed the Warriors superteam with 4 all-stars on the same team to be created. It should have placed some rules in the new cap to prevent that from occurring. For example, make each team's top player a RFA that same year the cap changes kicked in where that player would have the highest cap hold possible until they were signed or they renounced their rights (Curry, Durant, Lebron, AD, etc.).
One idea to attempt to fix too much talent joining forces would be to have 2 franchise tags per team and allow only those tagged to get max contracts and the others would need to take pay cuts to join them or find other teams that have a franchise tag available.

The proposal is a 20 team playoff. 7 vs 10 in a one game elimination in each conference. 8 vs 9 in a one game elimination in each conference. That is way too many teams and cheapens the regular season even more than it is now.
A similar idea with 12 teams would make the regular season much more meaningful. 3 vs 6 in a best of 5 series in each conference.
4 vs 5 in a best of 5 series in each conference. 1 & 2 get a first round bye. With the top 2 seeds getting a bye, then it increases the emphasis of winning in the regular season. You wouldn't see teams sit their stars for rest days during the season.

They're not adding 4 playoff spots; they're making 4 of the current playoff spots winnable via a play-in tournament.
