doesn't really matter, but the league is never going to institute a system where the final quarter sometimes lasts 15 minutes and on rare occasion tops an hour
the donald, always unpopular, did worse in EVERY state in 2020. and by a greater margin in red states! 50 independently-run elections, none of them rigged

That's the real catch, I don't think it's something that could realistically happen in the near future, but maybe a ways down the line they could implement a modified version.
They could do something like take the average score from previous quarters added to the highest score to determine a target score that will be more in line with the flow of the current game. This way a highly defensive game will have a lower target score and the shoot out games will have a higher target score.
The biggest issue that comes up in my mind is the individual record keeping will be thrown off a bit... but given how previous rule changes have had similar effects on record keeping(24 second clock, 3 pt line, etc...), it shouldn't be a huge problem.
