What grade do you give the Twins for signing Ricky Nolasco?

I would have spent the money on a foreign player.
Twins aren't ready for starters yet making 13 mil a year when the division is stacked and the twins have holes all over the field. 13 million for the next 4 years who will maybe play in 30 games a year if healthy.
