The President of B-Ball Operations will oversee all the basketball related things like scouting players and signing so Higgins just makes sure everyone that does basketball related things (scouts,trainers etc) are doing what they're supposed to and help them out if they need anything so he is a basically a supervisor and also gives the OK to do stuff like going to a college game to scout a player , Cho does the signing/trading/drafting and messes around with the cap and basically builds the team
