Because Cho is a good trader and poor drafter. I like French Frank as well, but am generally wary of Frenchmen being able to perform up to star level (lack of Alpha dog gene (see Boris Meow, Nickie Batum). Mitchell showed a lot of growth and I think could be a key contributor in time. If both available I'd take Frank but they will take Mitchell.
I continue to wait...and hope...for the return to Hornet's glory.
